Qualifications for Patent Agent

The qualifications for patent agent are given in section 125 of the Patents Act. A persons needs to be a graduate in Science, technology or Engineering from recognized universities or should have equivalent qualification as specified by the Central Government.

There is a lot of confusion about this. The word science, technology and Engineering have not been defined in Patents Act. In the absence of any clear cut definition, how to ascertain whether the person has qualification or not? In most universities degrees are given in B.A and B. Sc. with Maths, statistics wherein the syllabus may be same. Will it suffice that the degree contains a word Science such as B.Sc. What about Bachelor of Library Science and Information Science?

There needs to be clarity on the matter. The equivalence as specified by Central Government is also not clear. Can anybody throw light as to whether Central Government has in fact specified equivalent qualifications as stipulated in the Act.

Which body of the Government specifies such equivalence? Where can we find any notifications thereof? Can somebody learned in the matter throw some light on this?
